can the video be made public,if the face of that person is censored?
and i must say:the respective...hypothetically video is representing that hypothetically person naked...
so,if the face is censored,can the hypothetically owner post the video?

That's a lot of questions.
1 -- If the person is in a "public" space where it's normal
or maybe "expected" that people get filmed (street, park,
school, beach, etc.), that video can be made public.
2 -- The face of the person doesn't need to be obscured.
That person can always "report" the video to YouTube --
who will then decide if it violates someone's privacy.

3 -- If there's nudity, YouTube doesn't accept any videos
like that.
4 -- Even if the face is obscured, videos like that are still
not acceptable.
5 -- It's irrelevant if the person is over 18. No nudity.
